End the Torture of Animals for Cosmetics Testing in the U.S.

Testing cosmetics on animals is not only inherently cruel, it's unnecessary, ineffective, and outdated. Research methods have evolved and over 5,000 companies have already created products with safe ingredients via modern testing methods that have replaced animal-derived tests. Now, Congress has a historic opportunity to bring this horrific practice to a long-overdue end nationwide with the Humane Cosmetics Act. Urge your congressional representative to endorse this important piece of legislation!
Animals who are used in cosmetics testing, such as rabbits, guinea pigs, and rats, experience significant trauma by having chemicals rubbed into their skin and administered into their eyes, along with being forced to ingest large amounts of the chemicals to ascertain the lethal dose, which ends up killing them. Other animals also often do not respond to chemicals in the same way that humans or other species do, which renders the tests ineffective. Thousands of companies that have pledged not to test on animals have already proven there's no longer an acceptable reason to torture animals for human vanity.
In the U.S., the Food and Drug Administration doesn't require the use of animals for testing cosmetics, leaving it up to companies to substantiate the safety of their own products. Unfortunately, many companies still do and because the Animal Welfare Act doesn't require all lab animal use to be reported, we may never know how many have suffered and died for new products like shampoo or mascara — but the numbers are estimated to be in the millions.
Even more troubling is consumer confusion over products labeled “cruelty-free” or “not tested on animals” that might make them seem like a compassionate choice. However, these terms aren't legally defined; these products may have been tested by other companies, in other countries, at the ingredient level, or certain stages of development.
The Humane Cosmetics Act, which was recently introduced with bipartisan support, would ban the testing of cosmetic products on animals and the sale of products developed using animal testing in the U.S.
In North America, Canada, Mexico, and eleven states in the U.S. have already acted to ban cosmetics testing on animals, it's time to take it nationwide!
Please take action today to support the Humane Cosmetics Act and help stop the torture and killing of innocent animals for cosmetics.

As an informed and hopeful constituent and one of over 250,000 In Defense of Animals supporters, I respectfully urge you to support the Humane Cosmetics Act of 2023 (H.R 5399) that would end animal testing for cosmetics nationwide.
Animal testing is not only inherently cruel, causing animals to experience significant trauma, it’s unnecessary, ineffective, and outdated. Research methods have evolved and hundreds of companies have already created products with safe ingredients via modern testing methods that have replaced animal-derived tests proving there's no longer an acceptable reason to torture animals for human vanity.
This industry-supported legislation would also help prevent consumer confusion about cruelty-free products that are increasingly in demand, encourage the development and validation of alternatives that are faster, cheaper, and more reliable, and help companies in the U.S. stay competitive in a global marketplace that continues to close doors to animal tested products.
In North America, Canada, Mexico, and eleven states have already acted to ban animal testing for cosmetics, it’s past time to make this change nationwide. We’re falling behind.
