UPDATE: Judge Denies Justice for Animals Mutilated on YouTube for Likes

Judge Mary Alice Brennan of Delaware County, Pennsylvania, just recently handed a shockingly lenient sentence in one of the most horrifying series of animal torture cases in Pennsylvania, giving only probation, no additional jail time, and no real accountability for the victims of serial animal torturer Anigar Monsee.

Complain About the Judge’s Sentence

Our supporters and other members of the public who are righteously outraged by Judge Brennan’s decision have a few avenues to register complaints:

  1. Directly to Judge Brennan (formal letters expressing concern about her sentencing decision)
    • Address: Judge Mary Alice Brennan, Delaware County Court of Common Pleas, 201 West Front Street, Media, PA 19063
    • Phone: 610-891-4300

  2. Judicial Conduct Board of Pennsylvania (oversees judicial misconduct and unethical behavior)

While there is no public mechanism to remove a judge for a single sentencing decision, sending complaints and documenting public outrage can trigger review processes and promote accountability.

Case Details

Philadelphia resident Anigar Monsee was convicted of four felony counts of aggravated animal cruelty for filming and posting videos of rabbits, chickens, frogs, and pigeons being cut, stabbed, hacked, and killed with a dull knife on YouTube and Facebook. Despite the extreme brutality documented in court filings, Judge Brennan sentenced Monsee to five years of probation, credited her with the 23 months she had already served while awaiting trial, and prohibited her from possessing animals. Each third-degree felony charge carried a maximum of seven years in prison and a $15,000 fine, totaling 28 years and $60,000, yet Monsee was given a sentence completely out of proportion to the seriousness of the crimes.

Monsee’s crimes included prolonged suffering, deliberate killing, and even the presence of a child during these acts. The videos were filmed for an audience and demonstrate premeditated, extreme cruelty, as well as risks to human and animal safety.

While District Attorney Jack Stollsteimer prosecuted the case, the primary responsibility for this travesty lies with Judge Brennan, whose ruling fails to reflect the seriousness of the crimes or the law’s intent. Thousands of supporters, almost 17,000 strong, petitioned for maximum penalties, a lifetime ban on animal contact, mandatory psychological evaluation, and mental health treatment, but our voices were all ignored.

Additional Actions

If you are as outraged by this miscarriage of justice as we are and feel helpless, there are still channels to take action. Anigar Monsee recently posted a GoFundMe page to solicit donations to help her avoid deportation. You can contact U.S. Immigration and Customs Enforcement to report Monsee and urge a review of her immigration status:

You may also ask GoFundMe to take down her fundraiser.

Additionally, concerned advocates can reach out to the District Attorney to reinforce the severity of Monsee’s crimes and request collaboration with federal authorities:

Judge Brennan’s sentence is a blatant failure of justice. While she ignored the gravity of the crimes, the public still has tools to push for accountability, both through direct complaints to the judge, judicial oversight, and other advocacy methods to prevent Monsee from avoiding full consequences.
